On September 4, 2025, Governor Greg Abbott ordered the Texas Department of Public Safety (DPS) to begin strict, zero-tolerance enforcement of the federal English language proficiency requirement for all commercial driver’s license (CDL) holders in Texas. The directive closed a loophole that previously allowed intrastate commercial drivers to avoid the federal standard.

  • Zero-tolerance policy: The directive mandates “zero-tolerance enforcement” of the Federal Motor Carrier Safety Administration (FMCSA) English language proficiency requirements.
  • Enforcement extends to intrastate drivers: Previously, the English-language rule was only enforced on drivers who crossed state lines. Abbott’s order ensures that all commercial drivers in Texas, including those who only drive within the state, are subject to the same standard.
